The licence
Cleobetra is run by NovaForge Ltd., registered in Mutsamudu, Anjouan, one of the islands of the Union of the Comoros. Its licence number is reported as ALSI-152406028-FI2, issued by the Anjouan gaming authority. Check that the number in the site footer matches, and that it links to a validation page on the regulator's own domain.
Anjouan licences are quick and cheap to obtain. Compared with regulators such as the Malta Gaming Authority, the UK Gambling Commission or iGaming Ontario, there are fewer requirements on player funds, audits and complaint handling.
Canada, Ontario and Alberta
In Canada, online gambling is regulated by each province. Cleobetra is not licensed by any of them.
| Where you are | Cleobetra | Licensed alternative |
|---|---|---|
| Ontario | Not available | Operators registered with iGaming Ontario |
| Alberta | Listed as restricted | PlayAlberta |
| Quebec | Offshore, accepts players | Loto-Québec |
| British Columbia, Manitoba, Saskatchewan | Offshore, accepts players | PlayNow |
| Atlantic provinces | Offshore, accepts players | Atlantic Lottery (ALC) |
Players are not prosecuted for using offshore sites, but those sites are not authorized by the provinces, and you have no provincial regulator on your side. That is the trade-off you accept when you play at Cleobetra.
Security and fairness
- Encryption: the site uses SSL encryption for logins and payments.
- Games: titles come from established studios whose games are tested by their own labs, which is a good sign for fairness.
- Casino-level audits: we found no eCOGRA or similar seal for the casino itself.
- KYC: identity checks before withdrawals, which protects you as well as the casino.
Player protection tools
Third-party testers report few self-service limit tools in the account. Self-exclusion is available. If you want a deposit limit, ask live chat to set one and get confirmation in writing. Provincial sites offer deposit, time and loss limits you control yourself.
Exclusions at Loto-Québec, PlayNow or Ontario operators do not carry over to Cleobetra. If you have excluded yourself, please do not use an offshore site to get around it. Talk to your provincial helpline instead.
